위험의 외주화로 인한 열악한 노동 환경을 개선하기 위해 하청 노동자들은 수년째 원청 조선사와의 직접 교섭을 요구하고 있습니다. 그러나 원청 조선사들은 직접 교섭을 요구하며 파업에 나선 하청 노동자들을 형사 고소하고, 470억원의 손해배상청구소송을 제기하며 탄압하고 있습니다. 2025년 2월, 법원은 점거농성을 하였던 금속노조 거제통영고성 조선하청지회 조합원들의 업무방해 혐의에 대해 유죄 판결을 선고하기도 하였습니다.  

To improve the poor working conditions caused by the Multi-level Subcontracting, subcontractors have been demanding direct bargaining with the prime contractor shipbuilders for years. However, the prime contractor shipbuilders have been repressing subcontractors who strike for direct bargaining by filing criminal charges against them and suing them for KRW 47 billion in damages. In February 2025, a court convicted members of the Geoje Tongyeong Goseong Shipbuilding Subcontracting Branch of  Korea Metal Workers' Union of obstruction of business for their sit-in protests.
