"That's how safety accidents work. If safety managers and work supervisors strictly pressured the workers, there would absolutely be no injuries.
But then work progress would slow down and profits would decrease. That's why they don't enforce things rigorously. And because the punishments are repeatedly lenient, safety accidents keep happening not just every year, but every other week."
